NJ.com, citing court documents, reported that Jeffrey Surgent was in a hallway outside the apartment on top of the woman's headless body.
According to the documents, he was nude, covered in blood and her head was found a few feet away.
WPVI reported that the apartment was part of the Ocean City Housing Authority and had security footage. The footage was used in the investigation and showed the head being thrown out of the apartment, before Surgent is seen peeking into the hallway, NJ.com reported. He then allegedly dragged his mother's body into the hallway.
“He is nude and proceeds to lay on top of her until patrol arrives," the affidavit said, according to NJ.com.
According to court documents, Surgent repeatedly apologized for killing his mother when police arrived. He was also allegedly singing "Jesus Loves Me" as police took him into custody, WPVI reported.
He was charged with first degree murder and is currently being held in a "secure medical facility," according to the prosecutors press release.
